Tracking and Reporting Work Performed by Small, Women or Minority-Owned Businesses
More states are creating programs that aim at assisting small, women, and minority-owned (SWaM) businesses to gain work with government entities.
For example, recently the state of Illinois created a program that required companies who bid on state or local public projects to submit how much of their work will be performed by SWaM-qualified vendors. GCPay makes it easy for contractors who are working on a federal project or who have an owner requiring the tracking of spend on disadvantaged minority business enterprises.
Often, federal agencies will require a general contractor to utilize a minimum percentage of work from small, women-owned, or minority-owned businesses. The challenge is being able to track and report such participation on your jobs. The first organization that GCPay worked with to create this feature was the Department of Minority Business Enterprise with the State of Virginia. Therefore,within GCPay, the feature is known as “DMBE”. The DMBE feature has been adapted to encompass minority and disadvantage participation tracking requirements in general, so it can be used for other government entities. It is very easy to begin using this feature and only requires a one-time designation when a subcontractor or tier vendor is added to a project, to designate them as a women-owned, minority-owned, or small business.
After the vendor is added, a GC can opt to automatically create reporting/tracking for the project to include “DMBE” specific detail in the project settings during project setup.To do this, simply select the project settings tab while in a project and scroll down to the “DMBE Tracking/Reporting” section to select the feature. (If you don’t see the option, just reach out to your account manager to have it turned on.) Once “Enable DMBE Tracking for this job” is selected, the GC can report on spend that qualifies for the DMBE requirement on a federal project.
